§ 28-35. Policy and purpose.

The mayor and city council shall promote the health, safety and general public welfare of the citizens by providing for the erection of streetlights in the public rights-of-way. Therefore, the ordinance from which this article is derived was adopted in order to effect the creation of streetlight districts and to provide for the construction of streetlights in the public rights-of-way. This article shall not be deemed to apply to property in the city other than in the public rights-of-way.
